Call for Gaelic school as S1/S2 debate rattles on

A GAELIC only school on the West Side of Lewis could ease the threat to the Western Isles Schools Project but only reversal of the decision to delay S1/S2 closures will allow £12m worth of local projects to go ahead, said a senior councillor this week.
This long list of endangered funding includes allocations for Stornoway Town Hall improvements, Lochboisdale Harbour Development, Manor Roundabout improvements, tourism projects, replacement of Ardseileach Care Home and the Valtos Outdoor Centre and
a whole host of community group funds.

Councillor Angus McCormack has now written to Chief Executive of the Comhairle, Malcolm Burr to inform him of his plans to raise the issue of the S1/S2 schools once again at the meetings later this month and to make the suggestion that a Gaelic school be pursued for the West Side.

In the letter to Mr Burr he said there was concern whether some of the schools in the WISP would ever be built.

"A school that is being spoken of as 'perhaps never going to happen' if there is a delay of three or four years, is the West Side Primary School. It has suggested to me, by people in that area, that if there is a delay then there, quite simply, will not be enough pupils to warrant a new school. All pupils in this area will be accommodated in Shawbost or Lionel."

He added: "There is a possible way out. At the October series of meetings, the Comhairle should designate the new West Side Primary School as a Gaelic only school with a suitable Gaelic name. The Comhairle should then immediately go to the Scottish Government and seek to see the colour of the First Minister's money. They money needs to be spent in a two year period, so immediate action is required. This action will perhaps relieve, to some extent, the pressure on the funding of the WISP."

Neverthless, he warns in his letter that he believes the only way to 'restore some semblance of coherent strategy to the CNES decision making progress' is to reverse the Comhairle's decision of September 4 to delay the closure of all S1/S2 schools until the new Nicolson Institute was ready.

He has also pointed out that in the amendment put forward at on that night, there was room for the schools to close before this time as it had stated that if they were 'unviable' they could be closed earlier.

In his letter to Mr Burr, he continued that he would be making a further request to the Convener for the issues to be discussed in public.

"Apart altogether from the report that was presented to the special Comhairle meeting, there are the signficint matters of further reports that were sought at that meeting, the free school meals disaster in that CNES has not budgeted for the £200,000 required, and of course, there is a worldwide current financial crisis. These, singly and cumulatively, represent a 'material change of circumstances."

He also stated that the schools decision 'has, almost certainly, wiped out £12m of CNES capital expenditure which will have far-reaching effects for our communities throughout the Western Isles.'
