Major milestone for Lochboisdale project

The Invitation To Tender for phase one of the Lochboisdale Regeneration project was issued this week.

The stage 1 selection process was undertaken previously and five contracting companies were selected to go through to tender stage. These five companies have all now been issued with the tender package for them to cost the construction of the causeways, breakwaters, fishery pier, working area and pontoons.

John MacMillan, Chairman of Lochboisdale Development ltd said: “This is an exciting milestone for the community company to reach on such a major project and we look forward to appointing a contractor early next year. A lot of work has been completed by the staff of Stòras Uibhist this year, in conjunction with HIE and consulting engineers, to reach this point and we look forward to delivering this important project for the community.”

The tender proposals will be returned in February and reviewed on a technical basis by engineers and on a quality basis by the selection panel. The tenders will be scored on a 60/40 quality/price basis.

Once the full review has been undertaken and a tender deemed to be within the budget, the preferred contractor can be awarded the contract. It is anticipated this will happen in March 2013 and the works will commence shortly after that.

The construction work is expected to take around 18 months to complete from contract award.

Meanwhile, over the next few months Stòras Uibhist staff and external engineers will work on finalising the consents required for construction, including discharge of planning conditions, Marine Scotland consent, Crown Estate consent, etc., to ensure the project is ready to commence construction upon contract award.

In line with the appointment of a contractor Lochboisdale Development Limited (LDL) will appoint a Contracts Manager to oversee the project on behalf of the company and a Business Development Manager who will work with existing businesses and the wider community to maximise the benefits from the phase 1 project and ensure that phase 2 is delivered.

Phase 2 will include local services, commercial developments, housing and future expansion of the harbour facilities, particularly in the form of a commercial pier.

In 2013/4, LDL will seek expressions of interest in house plots on Rubha Bhuilte which will be available once the phase 1 construction works are completed, as well as commercial sites on Gasay Island.
